Changing the system

At HorseWorld, our work begins with rescue — but it doesn’t end there.

Every year, we see the impact of trauma, trust and recovery — in the horses we care for, and in the young people we support through our Discovery programme.

Over time, that experience has given us a clear view of where the system is working — and where it is not.

This section brings together our policy work, research and impact reporting. It reflects what we are learning on the ground, alongside the evidence we are building, and the role we can play in shaping better outcomes for horses and young people.

Because lasting change doesn’t come from theory alone.

It comes from practice, evidence, and a willingness to do things differently.

Early intervention isn’t optional

Our new policy paper: Early intervention, local flexibility: the role of part-time Alternative Learning Providers in SEND support.

The message is clear:

• Support is coming too late

• Families are being left to fight the system

• Schools need stronger partnerships for early intervention

Flexible part-time specialist provision can:

• Prevent escalation

• Reduce exclusions

• Re-engage young people with learning

“If we get this right, we do more than improve education outcomes. We enable young people to contribute – to their communities, to the economy, and to their own futures.”
Jo Coombs, CEO, HorseWorld

This paper sets out practical recommendations based on conversations with local politicians, policy makers, schools, parents and specialist providers.

Because every child deserves the opportunity to achieve and thrive.
